The Committee thinks that it is a matter of inference receptivity to diminish the number of Establishments.

The majority of the Committee is of opinion that two Establishments, or at the most, are quite sufficient for each agent.

2ndly that the persons in charge and other Employees of the Establishments should be men of good character and conduct duly attested.

3rdly that these Individuals alone shall be responsible to the Government for the compliance with the provisions of the Regulations.

5thly that the Brokers should be expressly forbidden to hold any communication with Emigrants in the Establishments.

That all colonists arriving at Macao shall not proceed to any Establishments (and without the knowledge of the maritime Police which shall forward daily to the Superintending office a list of the colonists who have landed and to which Establishments they may have repaired.
